La migración de inmigrantes de habla Hispana al área de la Costa del Golfo ha aumentado constantemente en los últimos 5 años.  Estos trabajadores son una parte integral importante en la producción y empleos de negocios locales.

Los trabajadores proveen servicios ncesarios y estimulan la economia local con su poder de adquisición.

     El año pasado, la Ciudad de Foley se dió cuenta que estos trabajadores estaban siendo blanco de timadores inescrupulosos y de actividades criminales.  El departamento de policia buscó contratar a alguien con experiencia en el cumplimiento de la ley que fuera bilingue para asistir, defender y aconsejar a victimas potenciales que hablaran Español, de timos asi como también de sus derechos.  En Abril, el Oficial Alberto Lugo, se unió al Departamento de Policia de Foley como el Oficial de Relaciones Hispanas.

     Originaria de Puerto Rico, la familia de Lugo se mudó a Cleveland, Ohio cuando él era un niño.  Vivió ahi durante su juventud y eventualmente encontró trabajo como bombero. Muy pronto realizó que su interés eran las investigaciones de incendios provocados lo cual lo llevó a entrenar en la academia de policia donde obtuvo un certificado doble como bombero y oficial de policia.  Después de 20 y pico años de servicios a su comunidad decidió jubilarse a la Costa del Golfo de Alabama.  Su jubilación fué corta.

     Lugo pasa su  tiempo visitando los negocios pequeños, hablando con los dueños y los empleados informándolos de lo que está pasando  en la calle.  Visita las escuelas, a los oficiales de recuros, a los profesores y a los consejeros.

Habla a grupos de la comunidad y a organizaciones, en cualquier lugar donde su voz pueda hacer una diferencia.

     Lugo indica que hay muchos fraudes que están dirijidos a las victimas que no hablan Inglés y a los que puedan o no ser residentes legales.  Por esto ellos titubean en  buscar ayuda y no saben el proceso apropiado.

     Por ejemplo, los motoristas Hispanos son blanco en la escena de un accidente por gentes que dicen ser abogados y que los van a representar. En realidad, esta persona no es un abogado, pero cobra el dinero y deja a la victima sin poder recurrir.

     Muchas veces esto causa problemas más grandes para la victima porque ella va a perder su cita con la corte confiada en la información falsa que le dió el timador.

     The migration of Spanish speaking immigrants to the Gulf Coast area has  steadily increased over the last five years.  These workers are integrally  important to the production and staffing of local businesses.  Workers  provide much needed services and stimulate the local economy with their  purchasing power.

     Last year, the City of Foley realized that these workers were becoming  targets for unscrupulous con artists and criminal activity.  The police  department sought to hire someone with law enforcement experience who was  bi-lingual to assist, advocate and advise potential Spanish speaking victims  of scams and also of their rights.  In April, Officer Alberto Lugo joined  the Foley Police Department as Hispanic Relations Officer. 

     Originally from Puerto Rico, Lugo's family moved to Cleveland, Ohio  when he was a child.  He spent his youth there and eventually found  employment as a fire fighter.  He soon realized that his interest lay in  arson investigations which led to training at the police academy where he  obtained dual certification as a fire fighter and a police officer.  After  twenty plus years of service to his community he decided to retire to the  Alabama Gulf Coast.  This retirement was short lived. 

     Lugo spends his time visiting small businesses, talking to the owners  and the staff and informing them of what is happening on the streets.  He  visits the schools, the resource officers, the teachers and the counselors.  He speaks at community groups and organizations, anywhere that his voice can  make a difference.

     Lugo points out that there are many scams that are targeted to the  non-English speaking victims who may or may not be legal residents.  Because  of this they are hesitant to seek help and are unaware of the proper  process. 

     For example, Hispanic drivers are targeted at the scene of auto  accidents by people who claim to be attorneys and will provide  representation for them.  In reality, this person is not an attorney but  collects the money and leaves the victim without recourse. Many times this  causes greater problems for the victim because a victim will miss his court  date relying on the false information given by the con artist.
